The police will say it's civil so go to court.I had some interesting information from cafcass this last week, basically if you have parental responsibility and you have an order you can actually keep the child with you citing welfare issues and then apply to the court to vary the order going for full custody, apparently the police or anyone else for that matter cant do anything other than go through the court
