Full time education over 16. Elearning modules

Over 16 and education is online elearning modules. Course has 80 hours of content. So if the child had worked 12 hours per week the course would be finished in under 8 weeks. The child is still working on the modules 16 months later.... other parent claims the child is still in full time education and in receipt of child benefit. Has anyone had similar
 
I do not have similar experience. My understanding is that CMS would not be payable in the circumstances you describe. Child Benefit would not be payable either:
The other parent has never been questioned and never had to supply proof. I've found the proof myself and spoken directly to the company that the '19 year old child' Is at. I have sent evidence to csa and dwp. Not sure where else I can turn. Over 16- the parent should have to provide proof what course the child is on and for how long.
