Please could anybody elaborate on the different uses and importance of each of the forms.

If requested to complete and return by the other am I required to do so legally or can I wait for official notification from the powers that be?

D81 is less detailed than a Form E. It is normally enough for a consent order where the parties are amicable. If things go to court, a Form E will be required.
