Can i as the father contact CMS and volunteer to pay CMS even though my ex has not applied for it yet?

Is there a specific reason for doing this.

I can't see anything suggesting you can do this but perhaps worth a call to them or through the webchat?
 
Reason being, im paying the household bills and yes as they are in my name i have to pay but i cant afford those and CMS if the ex proceeds with an application, therefore i will cancel and give notice and then if CMS allow me to set it up will start paying , cos i know that CMS money is actually cheaper per week than bills and that CMS will effectively fund the new services she will have to get and ill be better off, slightly
 
Before you sign up to CMS, might be worth finding out if any inheritance you come into at a later date has to be declared and payments recalculated.
Once CMS get their claws into you, you'll find it very difficult to get them off your back. Have you totally exhausted a voluntary arrangement with your ex? Everyone's circumstances are different, but I regret not exploring voluntary payments more vigorously before stbx set the CMS rottweilers onto me.

I thought CMS was based on income/salary only?

Voluntary payments have not been discussed yet, first letter is due out this week. as stated im not paying the household bills & CMS i cant afford it, yes i will pay the mortgage but i will not pay for services i have no use of.
 
regarding inheritance, ive been told that the ex is entitled to go for a slice of whatever that is, in my case a property will be left and money, so how can CMS recalculate this when the ex is entitled to a share of it anyway, unless a clean break order is signed
 
Be careful with CMS because after your ex speaks to them they might decide to do back payments and say you owe ex money from last tax year. I think you need all finances in order first and proof of all the payments you've already paid in good order.

The point is it’s going to be me raising the CMS, I want to pay for my son, that’s why I’ve asked the question can I initiate CMS or does it have to be the ex
 
Yes you can ask for an assessment - it's sometimes better that way than being chased.
