Child Enforcement second time and Legal aid

Hi there, recently went to court for an enforcement, I got it no problem, a few days later I was forced to put in another one to the family court, I have tried to be sensible and recover costs for a holiday and the cost of the order. (not that I am bothered about paying, just following the law) anyhow I find out today ex narc has legal aid again fully covered, how is this even possible, someone who clearly is not following a CAO goes to court for an enforcement gets their wrists slapped, does not care, then gets reported again, and now has obtained full Legal Aid cover, how is this even possible, just thought I would reach out to see if anyone else has had a similar experience, or know how this works?
